SARS, aka Suspicious Activity Reports, are voluntattles from NGO partners to alert of a public authority to control a crime in progress. SARS are being used on legally protected activity like having a religious symbol, phrase or picture on your desk or patently legal activity like shopping at a retail store for camping goods or supplies. The problem is treating legal behavior like a crime in progress.
